you need to burn or mount the image (mdf file) with DeamonTools or PowerIso or other pogram to access the files. Then you can install the game. The problem is: it keeps asking for the GTA CD, so you cannot run the game without the original disc.

A .mdf file is a media descriptor file. Use the same software that you use to mount .ISO files to mount the .mdf file, then run it from whichever drive the software created for it, you can get to it by going to My Computer.
